Razgovor o prostoru između zaštite i pritisaka

Jedriličarski klub „Delfin“, u saradnji sa Kulturno-zavičajnim udruženjem Napredak Gornja Lastva, organizuje javni razgovor pod nazivom „Odbrana Vrmca i posljednji dani“, koji će biti održan u subotu, 16. maja 2026. godine u 19 sati, u Domu kulture „Josip Marković“ u Gornjoj Lastvi.

Razgovor će moderirati novinar i građanski aktivista Brano Mandić, a učesnici debate biće istaknuti stručnjaci koji su se godinama bavili istraživanjem i zaštitom prostora Vrmca:

Željko Starčević, planinar, arheolog i speleolog iz Agencije za zaštitu i razvoj Orjena

Aleksandra Kapetanović, arhitekta konzervator iz Centra za održivi prostorni razvoj Expeditio Kotor

dr Miloš Petričević, arheolog iz OJU „Muzeji“ Kotor

Vrmac je prostor izuzetne prirodne i kulturne vrijednosti, administrativno podijeljen između opština Kotor i Tivat. Za ovo područje izrađena je Studija zaštite kao osnov za proglašenje Parka prirode, sprovedena je i javna rasprava, ali formalno proglašenje zaštite još uvijek čeka – uprkos činjenici da, kako stručnjaci ističu, nedostaje prvenstveno politička volja.

U međuvremenu, prostor trpi sve snažnije pritiske, naročito građevinske. Dodatnu kompleksnost daje činjenica da je kotorska strana Vrmca dio UNESCO područja Kotora, dok se tivatska nalazi u njegovoj buffer zoni. Razgovor će obuhvatiti i aktuelne izmjene Zakona o području Kotora, koje preciznije definišu obaveze u pogledu zaštite prostora.

Ovo je prilika da se javnost podsjeti na vrijednosti Vrmca – njegovu bogatu prirodnu baštinu, arheološke lokalitete, fortifikaciono nasljeđe i pejzažnu cjelovitost – ali i da se otvoreno razgovara o izazovima i odgovornosti institucija i zajednice.

Za sve zainteresovane građane biće organizovan besplatan kombi prevoz iz centra Tivta do Gornje Lastve.

Nakon razgovora, učesnike i goste očekuje posebno gastro iskustvo „Baština u loncu“, kao i prigodan muzički program, u duhu ambijenta i tradicije Gornje Lastve.

A Conversation About the Space Between Protection and Pressure

Jedriličarski klub Delfin, in cooperation with the Cultural Heritage Association Napredak Gornja Lastva, is organizing a public discussion titled “The Defense of Vrmac and the Final Days,” which will take place on Saturday, May 16, 2026, at 7:00 PM at the “Josip Marković” Cultural Center in Gornja Lastva.

The discussion will be moderated by journalist and civic activist Brano Mandić, while the panel participants will include prominent experts who have spent years researching and protecting the Vrmac area:

• Željko Starčević, mountaineer, archaeologist, and speleologist from the Agency for the Protection and Development of Orjen
• Aleksandra Kapetanović, conservation architect from the Center for Sustainable Spatial Development Expeditio Kotor
• Miloš Petričević, archaeologist from the Public Institution “Museums” Kotor

Vrmac is an area of exceptional natural and cultural value, administratively divided between the municipalities of Kotor and Tivat. A protection study for the area has already been completed as the basis for declaring it a Nature Park, and a public discussion process has also been conducted. However, the formal declaration of protection is still pending — despite the fact that, according to experts, what is primarily lacking is political will.

In the meantime, the area continues to face increasing pressure, particularly from construction development. The situation is further complicated by the fact that the Kotor side of Vrmac is part of the UNESCO-listed Kotor area, while the Tivat side lies within its buffer zone. The discussion will also address the current amendments to the Law on the Kotor Area, which more clearly define obligations regarding spatial protection.

This event is an opportunity to remind the public of the value of Vrmac — its rich natural heritage, archaeological sites, fortification heritage, and landscape integrity — while also openly discussing the challenges and responsibilities of institutions and the wider community.

Free van transportation from the center of Tivat to Gornja Lastva will be organized for all interested visitors.

Following the discussion, participants and guests will enjoy a special gastronomic experience titled “Heritage in a Pot,” along with an accompanying musical program inspired by the atmosphere and traditions of Gornja Lastva.
